GENEVA - The Philippine army has killed left-wing activists as part of its military campaign against communist rebels, a U.N. rights expert said Monday.

"In some parts of the country, the armed forces have followed a deliberate strategy of systematically hunting down the leaders of leftist organizations," said Philip Alston, a New York University law professor charged by the U.N. Human Rights Council with investigating extra-judicial killings in the Philippines.

Alston called on President Gloria Macapagal Arroyo to stop further killings and ensure that those responsible are brought to justice. The view echoes a recent demand by the U.S. Senate that the Philippines prosecute human rights violators — including soldiers — before it can receive additional military aid from the United States.

Alston visited the Philippines in February and issued a preliminary report in which he said the military was in a state of denial about its role in the deaths of about 800 opposition activists over the past six years.

In his final report, Alston dismissed theories the killings were carried out by communist groups to weed out spies and discredit the government. "The military's argument that the leftist activists who have been killed are the victims of a 'purge' by the rebels is strikingly unconvincing and can only be viewed as a cynical attempt to displace responsibility," he said.

The Philippines military has for almost four decades been fighting rebels seeking to establish a Marxist state. Government troops are also engaged in a campaign against Islamic insurgents in the south of the country.

"The government has undertaken a range of welcome reforms, but the fact remains that not a single soldier has been convicted in any of the cases involving leftist activists," Alston said.

In his report Alston also examined other cases of extra-judicial killing in the Philippines, including the "people's courts" system operated by the communist rebels, and death squad killings of street children and petty criminals.

Ang tanging hindi naniniwala sa mga report at sumbong na ganito ay ang ating Militar mismo.

Walang karapatan na pumatay ng mga sibilyan ang ating militar kahit na ba sila ay mga maka-kaliwa. Twisted Evil

Walang mangyayari sa mga kasong ganito hanggat hindi umaaksyon mismo ang Pangulo ng Bansa. Ordinary Crimes are not solved how much more crimes committed by the Police and the Military?

Going back to the issue of human rights, I remembered the Letter to the Editor I wrote to the Philippine Daily Inquirer last July 10, 2000. I'm just having an objective view of this issue, why is it that it is easy for human rights group to point an accusing finger to the police or military for human rights abuses, what about those killed by the NPAs whether in the uniformed service or civilians, much more the attrocities committed by the Abu Sayaff against their helpless victims aren't they human beings also, hence, it would only be appropriate to raise a howl to condemn tis activities?

I'm neither for the police, military or who ever, what I'm trying to point out is the right of every man to life and taking it away deserves objection from everybody!

Siguro dapat na tingnan ang mga pangyayari hindi sa Likod ng Pagsasalita ng Human Rights Commission lamang. Kasi kung sila talaga ang ating susundan mas magiging madalas nga na mabatikos natin ang nasa Pamahalaan.

Hindi nga tamang ang silipin lang natin ay ang mga pang-aabuso na ginagawa ng ating Kapulisan at Militar. Kailangan na Kundenahin natin ang lahat ng uri ng Karahasan laban sa Karapatang Pantao.

Nagiging mas makulay lamang ang pagpuna natin sa mga umaabusong kawani ng Gobyerno dahil sila ang binigyan ng ating Konstitusyon ng papel upang Protektahan ang Taong Bayan.

Ang mga Kriminal sigurado tayong walang gagawin iyan na hindi labag sa batas at karapatan ng tao. Pero it is not expected from the Military and the Police to violate one's right because they are supposed to uphold and protect it.

But I also agree with your observations. The Human Rights Commission should also look into the violations committed by the NPAs and the MILF. With regards to the Criminal groups, the law should deal with them directly and in full force, because they are just but common criminals.
